Download an application called CrapCleaner and scan for any registry issues. Fix any issues that the program finds and restart Premiere Pro.

What format do you intend to output to?

I use AVG anti-virus. Free and almost daily updates 😀

Before I give any reccomendations, what exactly do you plan on doing? Premiere Pro does not utilize the graphics card, but AE 5.5 might. If you are editing only DV clips without color correction or effects, the computer you are using might last you another year and then you can get a full update. Also, if you can list your hardware specs we can help you out with compatibility issues (motherboard, chipset etc…)

Are these all a part of the same project? If so, it would make sense to create a new sequence and assign each reel its on sequence as well as a new bin.

There is a transition called Dip to Black. However, Premiere Pro does not permit you to change the black to any other color. I would reccomend creating a new Color Matte and increasing the opacity from 0 – 100.

FCP is what I consider to be PPRO in the MAC world, with minor interface adjustments. This post at the Adobe forums might interest you.
