Select your Position attribute and Alt + Click on it to add expression:
[value[0],value[1]/2]
instead of “2” you can add any value(make sure its not too big). It may help.

Pre-comp your layer on which Shatter is applied and then enable Time-Remap. Now press UU and drag the first keyframe from where you want to start your animation.

Rendering from AE with .MOV Format(Quicktime Movie) and PNG Codec is a good option.
It is lossless and gives you moderate file size.
Lossless would be better as you need to render it again from Vegas for the Final output.

Don’t confuse yourself and others with guesses.
The link that you have given is irrelevant.
There are more than 20 products and just Holomatrix would be needed to create analog/Bad tv effect which I have already stated.
