There are several ways to achieve this effect.
1. Using Bad TV animation presets(comes with AE).

3. Using Red Giant Holomatrix Plugin.

Can you be more specific- there are a few effects in this clip.
Some are practical effects with projections of the image of the singer on the set. Others are just layered shots with transparency and color correction. There are a few that can be done using Posterize Time and Bad TV preset like it was suggested.Tudor “Ted” Jelescu

Don’t confuse yourself and others with guesses.
The link that you have given is irrelevant.
There are more than 20 products and just Holomatrix would be needed to create analog/Bad tv effect which I have already stated.
