I think you don’t have the correct understanding of Precompsitions. If you precompose any layer, It will take the duration of the Comp no matter how long or short it is.
So to make a precomp with the length of trimmed area, you have to trim the Work Area first using B and N keys to set in and out point respectively and the context click on Time Ruler and choose Trim Comp to Work Area. Now bring this comp in another comp.

What version of AE you are using?
Try converting .MTS files to some other format like QuickTime with PNG Codec. You can do this from Premiere Pro or Adobe Media Encoder as you said they are ok with it.

Initially I thought it was because I had ‘Continuously Rasterize’ turned on, but I turned it off and re-rendered but no luck!You should turn Continuously Rasterize ON as you will not get any edges if you scale the AI files.
you can see there is a pattern tiling happening on the layers in the background.Are you sure that you have not applied any effect? Select the Male AI layer and check the Effects Panel.
The tiling pattern is exactly the same on every layer.
Select the AI layer with the tiling pattern in Timeline, Context-click and select Reveal Layer Source in Project Panel.
Once revealed in project panel, Double click on the AI file to open it in viewer and check whether the patters are there or not?

Follow Paul’s advice on switching Fast Preview to OFF(Final Quality).If the RAM Preview works fine then:
Try saving the RAM preview.
After a COMPLETE RAM PREVIEW, go to Composition> Save RAM Preview.Vishesh Arora

I am considering adding a 4 Tb G-Raid drive exclusively for my media. If I do so, should the RAM cache be on that drive or remain on the iMac’s system drive?Never do that. Your disk cache should be on the fastest drive with the fastest connection. There is no problem if it will remain on the iMac’s system drive.

Its an abnormal behavior. What export settings are you using? Have you tried playing the video in other video players like VLC? A screen shot of timeline and Composition panel would help.
Alternative Solution:
Pre-Render the Beam Effect layer.

Make a Solid of blue color and then create a shape of water spill using Pen Tool. And then animate the Mask Path parameter to the desired shape.

PNG SEQUENCE you mean? Or QUICK TIME (PNG/ANIMATION) codec?

Do you suffer from the same problem with other compositions, where there is no such PSD file? Or is it taking time only with the composition that has PSD file with it?
Also when I attempt to run the already rendered preview, AE tries to re-render frames already processed. There appears to be constant updating and swapping of RAM and disk cached data as indicated by changes from green to blue as well as gaps in the render indicator.From Adobe:
