I should be able to move it in 3D space with out Limitations.
Yes, You are right. There is no limitation of keyframing any parameter.
Can’t sat much without looking into your project and Timeline how you are moving your Camera in Z-Space.
Though you can try parenting your camera to a 3D Null Object.

I have created the similar effect using Trip Path in Shape Layer and Using Stroke Effect on a Mask Path.
Check the final render on your system. There is no flickering on my machine.

It was just a rough animation. I have animated the Mask Path parameter in the same way as you would do with Shape Layer Path. In my project file, Select the solid layer and then press UU to reveal the Keyframes. The mask has Four Vertices which I have used to create zigzag shape of rope.

so are you saying that I should put a mask over the line (shape), which is the rope?You have applied the Stoke Effect to a Shape Layer? Am I right?
I and Ridley(If I am not wrong) both thought that you have made a Mask on a Solid to create the Rope using Stroke effect, Which is the correct way.
So Ridley has given you the right direction.
If you are using a Shape Layer then you have to animate the Path Parameter of Shape Layer:

Make sure you have the Rope Layer Selected and not the Mask while changing the position of vertices.
