how would i adjust the Shutter Phase?Press ” Cntl/Cmnd + K “ to open Composition settings and then go to Advance:
In general, Shutter phase = -50% of Shutter Angle

I’m looking into purchasing a machine dedicated to editing, and most likely will go with a Windows based PC, as from what I’ve come to understand, that which I can get in a Windows will cost me about 3 times more in a Mac.

You have tried almost all the methods. Give the project file to someone else and see if it works on other system.

If the problem persists, Try using CC Force Motion Blur. Make sure you have checked Override Native Shutter.

As everyone said it would be because of Ray-Traced 3D option. You need a Good(by this I mean really GOOD) GPU to render even 2 Seconds of comp. I would prefer to give that file to someone with a good Graphic Card. Since its just 2 second comp, it would not take much time.
Or upload the .aep file so that someone would render it for you. Don’t compromise with the quality if it is for a client.

It depends on how you want the final look. As everyone has said few points to keep in mind are Motion Blur and animation in Z-space. For Breaking Camera lens you can use Shatter plugin with Glass Pattern.
Check the example:
It would be much better if you will use a stock footage of Breaking Glass.

I don’t think that you will get a Ready-made text preset for this.
You have to experiment with the Text Animators.
Learn the basics from here. Go through all Three Parts.
You may like to use Displacement Map Effect to give the feeling of text floating above water.
