Although I agree with you on that issue, I will play the Devil’s advocate. Since OMF is an Avid component, why not also complain to Avid as well that they don’t support Premiere’s export component?

Well, PP2 really doesn’t support custom presets the way AE does.
Presets are for effects, not transitions in that case.
You can however change the default transition length to 29f in your preferences and simply use Crl+D to apply it.

File > Import > Find the other project. That brings the sequence(s) from your previous project into the new one and then it’s just a matter of copying and pasting from one sequence to the other.

The web designer locked the fonts, which I dislike as well, but not much you can do there. Firefox doesn’t have that issue.

Believe me, buy new tapes. Reusing tapes is a bad idea to start with, you will eventually get drop outs. Tape is extremely cheap nowadays. If we were talking HDCam tapes, maybe, but not DV.
Mpeg2 compression will not be easily editable and will severely affect quality.

Unfortunately nothing as easy as AE. In Premiere, it’s called a “nested sequence”. Look it up in the help file, there’s a pretty straight forward explanation on how it works there.

For the nicer effect, as in “slowing down” to slow motion, you’ll have to use time remapping in After Effects, or wait for PP3.

Either way your render is going to be a long one. That’s magic bullet for ya… You could also apply the effect in Premiere and export uncompressed, then let Encore do the encoding. In my experience, Encore has been much faster than Premiere at encoding Mpeg2.
1 Pass vs 2 Pass? Not an exact science. If you have a lot of motion mixed with a lot of static shots, 2 pass will help quite a bit.
The first pass simply looks at the video for low motion shots to allow more data in high motion areas. If your final video is less than an hour, just use CBR 8.
