Not seeing the footage it’s hard to say if trying to pull a color key would work for the foreground elements (flowers, trees, etc).
That would be the fastest way. If not then rotoscoping would be the long way.Tudor \”Ted\” Jelescu

Here are a few things I would do:
Shoot the car and actors in studio setting where you can control lights.
Shoot with green screen outside, with window up and with window down.
Shoot footage of the buildings from the car as you drive by through open window.
Shoot high resolution pictures and stitch a panorama of the buildings area that you see from the car as the car passes by.
Shoot the scene with actors in the car as you drive by as a reference as well.All of the above will give you options – you may end up not using some, but better to have them than finding out you need them in post.

Instead of zooming in the still image I would build a circular mask with a circular line outline on top of the moving footage and scale that up to full screen as you are revealing it with the animated circular mask. Start the move from the actual point on the still image where the footage is from. Play with speed of the transition and motion blur. This would make more sense to me.

One way of doing it with only AE plugins would be to create various curved shapes, turn those layers to 3D layers, animate a smooth movement (rotate, translate in 3d space- even animate the shape itself), then apply motion blur, glow and some echo and color correction.

Pixel Motion Blur would work as well
For the trail I would roto the car an comp that on top of the original. Then You can play with several instances of it with blur applied and glow.
For the Tron like trail use the technique in the ipad light trails from the tv spots- plenty of tutorials on that one around.Tudor \”Ted\” Jelescu
