I use Annotation edit. There are others like XTI and XTE as well as Subtitle Edit a very good windows program free and comparable with FCP xmls. If you use any external dvd software you can use 1 video track and multiple audio and subtitle tracks as you need. Have a separate button to each track. When you are in the event viewer if you got to the angle viewer up in the left hand corner at the top there are 3 buttons yellow for video audio cutting, blue for video only cutting and green for audio only cutting.
