I’ve encountered this error message when some part of the footage is corrupted. You might be able export an uncompressed QT from your footage and use that.

Have you investigated using Natress Standards conversions?
They work really well.https://www.nattress.com/Products/standardsconversion/standardsconversion.htm
definately worth the price if you plan on doing this more than once in a blue moon.

Since you have the new FCP you could use the various framerates in the same timeline if you wanted to.
