First, make sure your original tracks are at 0db so you aren’t adding any unnecessary gain or noise to those files.
Then open up your sequence settings (command + 0) and go to the audio output tab. From there you can set how many outputs you want and if you want them stereo or dual mono.
Then go back to your timeline, right click the green enable audio button all the way to the left of each audio track and set each track to the output you want.
Then when you export your movie with current settings it will export out a multi-channel quicktime with each audio track assigned to the outputs you want. You can bring it back into to FCP to make sure it has all the audio.
And if the client can open an OMF you can export an OMF which will keep all your settings for your mix (if you want you can turn that off) and the file is ready to be opened in ProTools and such for further mixing if necessary.

OK. I think you are talking about how the audio always attaches itself to the clip above in the primary storyline. You can put the clips on a secondary storyline and I think they will behave how you like. You can also use the Position Tool (“P”) to move clips around without having everything move with it.
And if you hate those little connection points you can throw them out of your site by unchecking the checkbox in the Clip Appearance preferences at the bottom right of the timeline. They’re still there but you won’t see them.

Agreed with the 29.97p. Just wasn’t sure if you had 59.94p material laying around to test. Just wanted you to see the 2:2:2:4 wrongness.

It seems to be right for exported interlaced projects but not for progressive. If you can, try putting a 23.98 clip in a 59.94 project and exporting it. Or just make a 29.97P project and do it in there.
