Is the sequence set to render non-interlaced? Are you looking at the output on a video monitor? It sounds like an interlacing problem and it’s not going to going away. A one pixel vertical motion blur will help a little, but it basically sounds as if the look doesn’t work for an interlaced video format, and that’s what it’s most likely being rendered into. The image you described was white on white with a purple stroke. Not sure where the transparency is coming in, but it’s now over a picture. The picture may be effecting it as well.

Select the audio or video independently and use the < or > keys. (It’s actually , and . but I think of it as < and >. Shift-< and Shift-> will move it the user specified trim amount.)

Sounds like the stroke is flickering. Probably too bright as well. The text treatment doesn’t seem suitable for use on an interlaced video presentation.

Sounds like they want the material delivered on analog tape.

It has nothing to do with time of day code. Without specifying an out point to stop the capture the capture will fail. If it was a single clip without TOD code the whole thing would be lost. The file either doesn’t get written (maybe be buried in a hidden temp folder) or appears as a corrupted file gobbling up chunks of drive space.

Scan the picture as you normally would and then size it to 720×540. That’s the standard 4:3 shape. If the image isn’t that shape it will either have to be cropped or it will show black around it to fit the shape of the screen. You can’t have it both ways.

Make the picture in Elements at 720×540. Then squeeze it down to 720×480. (Start with 720×547 and go down to 720×486 if you’re working in an uncompressed format.)

I’m not sure what this means, but the second sentence is obviously incorrect. You can match in points and make them a multiclip regardless of timecode.
If the cameras are drifting that’s a different issue and has nothing to do with multiclip. Is it a non-drop/drop error. Two different counting systems will cause slow drift.
I didn’t seen anything on how the timecode was set, but you might be able to sync up, modify the timecodes and then the multiclip sequence function.

Are you using Motion effects on your clips? I noticed on 2-pop someone had a problem with MM not consolidating if clips had motion applied. MM wanted to online all the media for the clips.
