I have OpenGL acceleration turned on for previews, with the Fast Previews setting set to OpenGL – Interactive. That is very useful, since it makes dragging things around much snappier but also uses the more reliable CPU renderer when I’m not actively changing property values.
But I certainly don’t use OpenGL for rendering for final output.

You can trim a footage item in the Footage panel to do what you describe.

Somewhat.

Here’s a page that outlines similarities and how the two programs work together.
After Effects contins the entire Photoshop rendering engine inside of it, so things like layer styles and blending modes are identical between the two (although After Effects doesn’t supply direct access to all of the features through its UI).

from “Change the frame rate of a sequence”:
“When you import a sequence of still images, it assumes the frame rate specified by the Sequence Footage preference in the Import category. The default rate is 30 frames per second (fps). You can change the frame rate after importing by reinterpreting the footage item:
Select the sequence in the Project panel, choose File > Interpret Footage > Main, and then enter a new value for Assume This Frame Rate.”More information about frame rate in After Effects is in “Frame rate”.

You can change the duration of a composition in the Composition Settings dialog box.
You can change time display units to show seconds instead of frames.
You say you “tried google”. I recommend using the After Effects Community Help search. It’s a lot more focused than just searching on Google.com, but it does search the Creative COW forums, After Effects Help, and a bunch of other high-quality websites about After Effects and related software.
