The message is just telling you that you need to paint in the Layer panel (where you work with one layer at a time) and not in the Composition panel (where you can see and work with multiple layers at once).
See “Layers overview” for more information about the differences between working in the Layer panel versus the Composition panel.
See “Paint tools and paint strokes” for basic information (including a link to a video tutorial) about using the paint tools.

One way is to use the text layer as a track matte for a layer that consists of the grungy, noisy texture. That way, the texture just shows through according to the transparency (alpha channel) defined by the letters.

I’d bet that you have the Write XMP IDs To Files On Import preference checked.
“Because writing the ID to a file is considered a modification, the modification date of a source file may be updated the first time the file is imported.”

BTW, I found this by searching for ‘modification date’ in After Effects Help.

Eran Stern has a tutorial that shows how to do this. His tutorial uses PFHoe, but PFTrack works the same way after the part where you import the .ma file into After Effects.
