Paint Brush
I am a newbie to After Effects, but cannot get to grips with the Paint Brush Tool. Sometimes it will paint on a layer, and other times it will display a message “Use the Paint Tool in a Layer Panel … etc”

The message is just telling you that you need to paint in the Layer panel (where you work with one layer at a time) and not in the Composition panel (where you can see and work with multiple layers at once).

See “Paint tools and paint strokes” for basic information (including a link to a video tutorial) about using the paint tools.
