Hinging the layers together (as you put it) is normally accomplished with parenting. See “Parent and child layers” for an introduction and some links to tutorials that show how to use parenting for character animation of the sort that you describe.

Dan also has a nifty page on expressions and inverse kinematics.

See “Separate dimensions of Position to animate components individually”. Make sure that you have one or more Position properties selected.

What version of After Effects? If you’re running After Effects CS4, have you updated to After Effects CS4 (9.0.2)? That update fixed some crashing problems.

Here’s a Community Help search for ‘heat haze’ that brings up plenty of answers. Many of them are variations on the theme of 1) creating a noise layer and 2) using that as a the control layer for an instance of the Displacement Map effect.
