First, clarify what you mean by “zooming”.

If you’re _scaling_ the vector layer and it’s getting pixelated, that’s a problem. If you’re _zooming_ (meaning just changing the magnification in the Composition panel), then there is no problem.

from “Zoom”:
“After Effects renders vector objects before zooming (scaling for preview), so some vector objects may appear jagged when you zoom in on them. This apparent pixelation for zooms does not affect scaling of layers or rendering to final output.”

One thing to keep in mind is that the size of an image buffer that is needed is not limited to the size of the layer. For example, a glow or blur requires a buffer that extends somewhat beyond the layer. (For more information, see this page.)

Also, with only 4GB of RAM, you certainly shouldn’t be using Render Multiple Frames Simultaneously multiprocessing. (You didn’t say that you were, but one of the most common problems that I see is people turning that on when they don’t have enough RAM to feed the additional processes.)

If you’re ever wondering what’s taking so long when an item is being rendered and exported, check out the details under the Current Render heading in the Render Queue panel. (For more information, see this page.)

Perhaps it’s the encoding/compression that’s taking a long time, not the rendering itself. Or maybe it’s taking a long time for the completed frames to be written to disk because your source footage is being read from the same disk. There are a lot of possible causes for things to be slowed down other than slow rendering per se.

There are a lot of tips for improving performance here.

What about the Circle effect?

Or you could have a single circle in a shape layer with a broad stroke and no fill.

Or you could have a complex shape consisting of two concentric circles, using the Merge Paths operation set to Subtract.

There are many ways to create a simple ring, depending on what you’re trying to accomplish.
