If you want to do a quick synthetic motion blur in After Effects, you can use the Pixel Motion Blur effect. We added that at the same time as the Cineware functionality for just such a reason.

After Effects CC (12.1), which is due for release in a few weeks, has the first phase of Anywhere integration for After Effects.
In this version, you can log into a production, share compositions in that production, and collaborate with multiple other people in other locations on those compositions.
This first phase for After Effects does not include the remote rendering feature that the Premiere Pro integration offers.
Of course, all of this depends on you having an Anywhere server setup (collaboration hub, Mercury Streaming Engine) onsite, within your firewall.

That was my impression, too.
FWIW, there are no reasons that we’ve found for choosing Windows 8 over Windows 7 for After Effects. As soon as we find a bug or feature that makes Windows 8 a better choice over Windows 7, we’ll make it known (like we have done, e.g., with our strong recommendations for more recent versions of Mac OS for Premiere Pro compared with older versions of Mac OS).

Windows 8 works fine in our testing.
Personally, I like Windows 7 better. (Insert disclaimer here about my opinions not necessarily being those of Adobe Systems Incorporated.)
