No sorry, but the Pinnacle Studio version of Boris Graffitti will not work in Vegas.

Go to the timeline and select the event you want to pitch-shift. If you want only a part of this event to pitch-shift, keep the event selected, place the cursor at the site you like to begin the pitch-shift and press S to split the event. Go to the frame where you want to end the pitch-shift and split again.
Now select the part you want to pitch-shift, right-click on it and select PROPERTIES.
For METHOD you select CLASSIC. A lot of options appear. Select LOCK TO STRETCH and fill in a number for PITCH CHANGE.
Press OK
Please note that the length of the audio event changes.
Instead of filling in a number for the pitch-shift, you can also just select CLASSIC and press OK without pressing the LOCK TO STRETCH.
Now you can ungroup the video from the audio (select and press U) and drag the audio event from 1 site to the left or to the right while you keep pressing the Ctrl. This also changes the length of the audio event and at the same time the pitch.

Which software are you using for scanning. Doesn’t if have settings to adjust? If not, can you upload the scanned picture?

When you press Ctrl Alt I, you can see the image size and adjust it.

The problem with quicktime 7.6.4 should be fixed in the latest V9c version…

I think that you are talking about the menu OPTIONS-PREFERENCES tab EDIT. This one is present in Vegas Movie Studio. Here you can indicate the duration of stills that are added to the timeline and the number of frames they should overlap.
However, a negative value for the overlap is not possible, so an automatic gap seems to me not possible. And also is this setting only used for stills that are added to the timeline. Changing these settings has no effect on events that are already present on the timeline.As you mentioned also in another topic, scripting would be the answer. Unfortunately, that is still not supported in Vegas Movie Studio.
