If you are talking about the small movable red arrow at the left bottom of the Vegas screen, No, thats only for previewing. To render the reduced speed, change the properties in the properties tab as I mentioned before or drag the audio event longer while you press Ctrl

You can easily mask out the rolling text using the cookie cutter FX or any of the other ways that are present in Vegas to create a mask.

There are several ways to do this. One way is to right-click on your audio event on the time line and select PROPERTIES. There you will find a lot of options to play with speed, pitch etc.

Righ click on the preview screen and deselevt Adjust Size and Quality for Optimal Playback

SFK files are just files contaning the waveform of your audio.
You can use GSpot to check wheter this special MPEG is different (corrupt?) from the others

‘I am sure this is what I am looking for but when I try to load it into Vegas 7 I get an error message “an error occured while loading the project file. The file is an unsupported format”. I tried this with Vegas 6 also. Is this for a newer version of Vegas.’
You can download the trial version of Vegas 9 pro, load these Veg files, adapt them to your needs, render them to e.g. uncompressed avi and import this file into your Vegas 7.
