Boris FX/RED act as a plugin in Vegas (although RED can also function as a stand alone), so there is no need to export as AVI from Red and import again into Vegas.

If you would ask to make a scene complete black and white with the exception of one colour, it can be done very easily with the secondary color correction tool.
However, in your example, multiple colours are kept in the final result. The way you do it (masking by hand) is probably the best way to do and costs a lot of time.
Depending on the footage, other ways might be possible. I looked at the internet for a picture that resembles yours and tried to get your effect (keeping the colours in the flags only) without masking frame by frame. The red colour was easy, but removing the light blue sky while keeping the dark blue in the flags requires playing with settings for limit luminance and limit saturationin the secondary colour correction tool. But all together, this effect takes less then 1 minute.
First you see a snapshot of the original picture and then the snapshot of the picture after editing in Vegas.

OK,Open the picture with the pig
Go to the layer tab and doubleclick in the background layer (with the pig) to create a normal layer from the background layer.
Select the pig (or select the area around the pig and inverse the selection)
press Ctrl J to place the pig on its own layer
Place the file with the picture you want to use to cover the pig on a layer above the pig
Press Alt button while you move the mouse in the layertab between the layer with the pig and the layer with the cover
When the mouse-arrow changes to two circles, click with the mouse.
You just created the clipping mask.
Go back to the layertab. On top you can select the layermode, which is default set to NORMAL. Change it to multiply and see what happens. Depending on your files, one of the other MODES might work better, you just have to try

When you make a selection, at the right bottom of the Vegas screen you will find the time of selection start, selection end and selection duration.

No, you don’t need to have the pro version of quicktime to be able to work with Vegas

Which version of Vegas pro are you using?
If it is not the 9d version, you can set the project properties at progressive before taking the snapshop.
Alternatively, you can deinterlace the jpg file in photoshop.Theo
