They rewrote the entire program when CC 2015 came out and that feature is still not implemented.

The I/O device will only capture resolutions/framerates it supports. The SDI output from the RED must match the capture setting.

In addition to bit rate you’ll need to set a keyframe value for the encoder if you’re exporting Quicktime H264. Otherwise it’ll look terrible.
