Premiere is putting audio cache files next to originals

Premiere has begun saving audio cache files(.cfa, .pek) next to my original media. This started happening when I did the last update. I do NOT have the box “Save Media Cache files next to originals when possible” selected. In my Project Settings my audio previews are set to a folder on an external drive. Is there a setting somewhere else that I need to change?

Do you also use Audition?

I do not use Audition. It is not even installed on my computer.
