Go into your project settings – general and tick the “display the project item name and label color for all instances”-box.

There’s also the GPU based settings that can affect video overlays or the overall levels of the monitor. On Nvidia cards the settings can be found in the Nvidia control panel. Dunno about AMD cards but they should have something similar.

For actual edit proxies I would use Prores at the proxy setting.

You can also use the numpad + and duration command in the sequence. If you have nothing selected you can move the playhead with it or if you have clips selected you can move them around the required frame amount.

For example if you’re cutting 25fps footage you could do it in two ways:
-Numpad +, then 424, enter and mark out.
Or:
-Numpad +, then 500, enter, step back one frame and mark out. This is because Premiere (like pretty much every other NLE) uses inclusive out points so the frame you’re parked on is included.

What is the format/resolution/frame rate of your footage, what are your sequence settings and what are the specs of your damn good computer?
