Import the old project file in your new project.

There should be a preset for that in Adobe Media Encoder and in Premiere. Choose MPEG2-DVD as the format and pick NTSC 23.976 Widescreen High Quality in the preset list. Then adjust the bitrate settings according to the media you’ll be burning it to. You can see the estimated file size under the Use Frame Blending tickbox.

If you capture DV in Premiere it will be DV-PAL. MOV on a mac and AVI on Windows. As far as I know you can’t capture straight to H.264 and why would anyone even want to do that.

That’s pretty silly/overkill when your shot footage is 8-bit.
