I have a feeling that there is no folder structure. Only the clips that don’t know how to span without the metadata.

So are you converting raw camera files or master movies? Because those kind of requirements are usually only made for a absolutely ready master.
The first one is a requirement that the master is quality checked at some reputable company and the second one is the requirement for the audio track order.

Then you will have to deal with the limitations of the tv. Export the video using a lower bitrate so it will fit.
