Looks like the effect could be done by animating a radial blur.

If you’re filming to a RAW format it still needs to be exposed properly. It’s not a magical fix it in post format.

You need to have a 4 track multichannel as your sequence master audio track and then you need to export to a format that supports multiple stereo pairs. You can then set the audio track outputs from the audio tab under the export window.

If you add a chapter marker to the Premiere timeline it will be exported to the file if you export to a format that supports chapter markers. Note that it needs to be a chapter marker. Normal markers won’t work.

The MXF OP1A codecs are mostly used for broadcast (XDCAMHD is a pretty universally used one).
You can find info on all of these in Wikipedia but I’d probably use DNxHD for what you want to do.

You don’t require a 6 or 8 core processor to do 4K. I’ve done a lot of 4K stuff with a i7 4 core CPU that has hyperthreading. Of course it would be neat to have more but that looks like a good home project computer to me.

Not that bad. That said a “basic” modern i5 or i7 CPU will still probably be faster in your use unless you’re is doing a lot of parallel computing (like exporting multiple versions from one file at the same time).
You could probably get a new ready to go Asus/Acer/whatever desktop computer with that money.
