Why going to premier for an issue so simple.
Try making the properties on the timeline match that of the file.
See for example the frame rate of that clip is 60, change it to 30fps and the same 30 with the timeline project

Does this happen with other video formats or just with the videos from that camera?

That indicates that Vegas cannot open/decode that particular MP4 video file format.
