Well, you are not seeing the plugins in Vegas because you are using
Vegas 64bit and those Izotope plugins are 32bits, and you have the
VST’s files located in the default 32bit folder location and pointing Vegas to it…
That’s what throwing things off.Vegas handles multi-track audio far better than soundforge, its what i always use.

Scott, if you are currently using Windows 7 and still don’t see a reason to
upgrade, stick with Windows 7, simple.
But if you are currently using Windows 8, i then would encourage you to

Are you using the 64bit or the 32bit version of Sony Vegas 10?

The constant Windows updates over time also slows down the OS as the

Use a parent track to easily do that. If you don’t fully understand
its process, read up on parent and child compositing in Vegas to get a quick
