What brand of media are you using? Are these dual layer DVD’s? They are a lot harder to read.
Simplest thing to do is try other brands of media. -
Here’s a few tips.
Be sure ripple edit is on, this will realign clips to each other as you cut or reduce sections of video. As you hoover over the timeline use the scroll wheel to dial in and out on the timeline. Hit “S” to split the video at any frame you want. -

Are you running as Administrator, Try right clicking on Audition and selecting “Run as Administrator”
If that doesn’t work, try uninstalling and re-installing. -

Remove the Roxio plugin. Search for part of the name, then just rename the .dll or whatever it is and put a “1” in the name such as .1dll. You can always change it back later.

Sorry Paul, I was using 1.5 and the later versions don’t seem to have the effect. How bizarre, they removed this effect in later versions. That’s just stupid if you ask me.
So what now? YouTube has everything, I found a clip that may help.I tried it with your sample and it helps.
You do have Vocal Remover in Favorites in Edit mode, Yes? Good.
Load your audio clip into Audition in Edit mode, run vocal remover from the Favorites menu tab, now play. You should hear ambient vocals with the echo you want to remove. Now open the Effects menu and click Invert, then save this new file.
Now load both the original and the new file into Audition. Add each one to the multitrack. Now playback and save (if it works). Volume should be equal for each file. Mixing down to mono helps also.

Applying too much of an effect will make it sound unnatural. You can pick certain areas to be filtered while leaving other areas alone.
