I am not asking about the project settings, I need to know your device control settings and if they match your camera.

Razor the clip and apply the speed change to just what you want to slow down.

If your camera starts recording right away, there is something wrong. It should not record until the video is ready, and it takes a long time to get ready.
Try a 5 second clip. Figure out if it will work at all. If it never records video, that’s one thing. How do you have your camera set up in the capture settings? It captures OK?

Import the Cineform HDV project into a Adobe HDV project when you are ready to export and just export it back to tape from there. No need to create a file, the program will do that. Be prepared for it to take a VERY long time. Plug your camera in, don’t expect the batteries to last.

There is no difference between 2 and 3. You either shoot progressive or interlaced – or some odd flavor of interlaced that pretends to look like progressive (some Sony cameras) but is still interlaced.
It would help if you specified the camera and the exact mode. I don’t know that there are any cameras shooting 1280X720 in an interlaced manner. I do believe that most 1280X720 is progressive, if not all of it.
As for fields and frames….
Frames are made up of two fields taken 1/60th of a second apart in interlaced footage. To deinterlace you can throw out one field or merge them together, of any number of different schemes. Progressive is nothing more, really, than one field taken for a longer duration.
Interlaced can have jaggies but look better on an interlaced TV, and Progressive can smear a bit. Both have their place but I believe that Interlaced will disappear completely when we are all shooting 1080P.
In any case, when you say you have interlaced footage at 1280X720, I am a little surprised. Can you please be more specific as to how that was accomplished.

1080i HDV is shot with a PAR of 1.33 whereas 720p is shot with square pixels.
Top of the line HD is shot at 1920X1080 using square pixels.

Copy them to your hard drive, change the file ending from .VOB to .MPG and see if that helps.

What frame size are you using, and at what data rate? And are you using a two pass encode?
