If you are not using one of the two inexpensive Motion JPEG codecs, that could be one problem. The Motion JPEG codec is only around $20 at MainConcept or Morgan Multimedia
Another problem could be that your project is set up for DV AVI at 720X480 and you should be using a custom desktop project set for 640X480.

DV AVI is pretty much a file transfer from how MiniDV is stored on the tape. How is that outdated? It is no different than Quicktime Dv from a Mac other than the wrapper around it. As I said, I can capture DV on a Mac, bring it to a PC, and use it in Premiere Pro. FCP can’t do that with a DV AVI, so which program is more advanced in that respect?

I have no problem using Quicktime files from a Mac. It is easier when I import one and then export it immediately to DV AVI and use the new file in my project. But I have no problem doing that.

You have two problems that I can spot right off the bat.
1. You need to deinterlace your clips to use them on the web. Either do that on each clip in the sequence, or do it upon export.
2. You are exporting 320X240 but showing 480X360 – so someone is increasing the size dramatically, and the quality goes down significantly.
The same general thing happens on YouTube. You send them 320X240 and they show it bigger. But YouTube gives you the choice of seeing the original resolution, which is smaller but much sharper.
I don’t see anywhere on that site that says 320X240, so I would probably start by trying to submit a test at 480X360 with a data rate of about 2048K. The more you feed them the more they have to work with.

Opacity is probably not what you want. Tell us more about your animation. Didn’t you create it with an alpha channel to make it’s background transparent?
Is the background of the animation a solid color that can be keyed out?
