To what purpose? Please do not say thayt it will look more like film. It will not.
DVDs play videos at 25fps (PAL) or 29.97fps (NTSC). What would you do with one at 24p even if you could do it?

The problem is most likely what you are doing in AE. If you are adding sharp titles for example. The DV codec does not like sharp lines. No quality is lost in Premiere Pro. The quality is lost going to the DV codec. Even Avid would have the same problem.
Please expand on what you are doing in AE so we might be able to assist you better. You are taking captured video and doing what to it?

Once the footage is transformed into DV AVI it may not look as good as the original footage from AE. Export to DV AVI from AE and it will not need to be rendered. But there is no way to avoid the reduction in quality from something created in AE at full resolution to something at a lower resolution in DV.

Not a problem. Audio is layered somewhat like video but which track it is on is not important.

Well, I moved to Premiere Pro 1.5 before I moved to WinXP SP2, so I had to download a fix from MainConcept. As you should if you have not yet done so. But Encore will transcode the AVI in the background while you create the menus, etc, so there should be no problem.

Most DVD authoring programs will accept a DV AVI file with no problem.

Capturing DV from a MiniDV camera is just a file transfer. So no adjustment should be possible without converting to analog first. Why not just fix the audio in post?
