I realize it is only the theory of complete idiots, jealous that their country has not yet achieved the goal, but the presentation made me physically ill, irritated and finally, just plain angry.
Therefore, the cutting must have been pretty good because it did not interfere with the growing irritation throughout the piece.

As I recall, Premiere Pro 1.5 was written before the common availability of Dual Core CPUs, so it is highly unlikely that it will see them as anything other than 2 CPUs. Which probably helps, but I would not consider it optimized.

There are no real shortcuts. The tutorial shows the best way, except in PPro you use Motion instead of Transform.
Do the math and apply the effects. There are presets for this using four images, but not nine images.

15 minute videos are considered extremely long for web use. I usually use files that are about 4MB per minute (around 512K data rate) which would make it a 60MB file.
I use 320X240 for regular 4:3 video and almost always export using the Adobe Media Encoder to encode to WM9.

Capturing from MiniDV is basically a file transfer. No quality changes are possible at that point. Many people use a cheap camera as a deck. Mine just broke, so I am about to buy one just to retension and rewind my HDV tapes.

In the newer versions of Photoshop, you can use the 720X480 setting using 0.9 PAR – works fine.

You may want to use 720X534 if it is NTSC.
But any size smaller than 4000X4000 should work fine.
