29.97 is the number. If you count frames in drop-frame, the amount of time it takes to play the clip is more accurate due to not counting certain timeslots. And when you have an exact amount of time between television commercials, this can be critical.
If you count 30 frames every second, eventually the timeline and the actual time eleapsed will be far enough off to cause a problem.
Either way …. the frames are all played. It is the accuracy of the elapsed time that is the issue.

If you have already rendered your project fro preview, then you might be willing to accept that generational loss. SO export a DV-AVI (should be very quick) and then put that on a sequence and export to MPEG. Should save one heck of a lot of time, but will have a tiny bit of loss. More than tiny if your text has not been optimized for the DV codec. But it will be fast.

One issue that needs to be addressed is the new Dynamic Link between Premiere Pro 2.0 and After EFfects 7.0
If you are going to use After Effects, I highly recommend staying with Premiere Pro. If not, then it really is a coin flip. You will need to play with Vegas a bit and decide if the workflow meets your expectations.

The MPEG codec used in Premiere Pro is from MainConcept. You already have it, so no problem.

I imagine it is because you captured it to Type1 AVI instead of Type2. Why didn’t you capture it into Premiere Pro?

Motion is one of the “fixed” effects. Just click on the clip in the sequence, then look in the “Effect Controls Window”. It will be there along with Opacity, and if you have audio on the clip, Volume.

It is probably a mono track, and the first three audio tracks are probably stereo. You can not put mono on a stereo track.

What gets missed in Adobe Media Encoder?
I think this is apples and oranges. One is import, the other deals with transcoding. Oh, and this stuff can be added in Premiere Pro 2 also.
