Why do you need 15fps? If you just need to export that way, it does not mean you need to edit that way. Unless you are using animated stills, I can’t see a reason to edit at 15fps.
And no, you can’t make a custom fps.

Does the Alpha channel have sharp edges, or are there semi-transparent areas?

No.
I understand why you would want it, but you might want to consider a change in workflow if you need to do that on a regular basis.

Limit the range of colors within 16,16,16 and 235,235,235
Change the speed of the title ever so slightly. Some settings will look better than others.

Put a copy of the clip on the next higher track. Put an 8 point garbage matte on the upper clip and also apply a mosaic effect. Animate the garbage matte to keep the face covered.

Doublecheck to make sure that the project is not interpreting the stills as a 0.9 PAR. I forget the exact menu item but it has something to do with interpretation.

They are already 4:3 so what problem do you anticipate?

Your biggest problem will be getting the timecode of the captured clips to match. So I recommend that you capture the entire tape in one go. Or a very few segments. Then you can do the same in HDV and possibly get the video cut to the exact beginning.
I would edit the material in an HDV project with the SD blown up. That way everything except the actual video is exactly the way you want it.
Just keep in mind that this is not a supported behavior. SO be careful and good luck to you.
