Absolutely, I use Motion all the time to create effects just like the ones you had links to.

This effect is created by taking a photo and cutting out the separate images in the photo and separating their Z distance, then you move Motion’s camera to create the effect. You can cut out the parts of the photo using the Bezier tool, be sure to duplicate the image the amount of times you need to per each image. Separate the images Z distance and animate to taste. In FCP: Go to Sequence, Sequence Settings and check the Anamorphic 16:9 box

In Motion: Go to Edit, Project Properties, Preset = NTSC Broadcast SD or NTSC DV. Change Pixel Aspect Ratio to NTSC D!/DV Anamorphic.

Okay, I see what your saying. Move each group independently from each other by animating the group or image in the group with key frames or a Basic Motion Behavior. Use the Camera to animate all of your groups.
I like to think of it like you would if you where shooting it with your “real” camera. Think of the Objects as props/talent you can tell to move (aka Keyframes / Behavior). To create movement in the whole scene you would move your camera. Hope this helps.

I forgot to mention: In AE make sure the Type is set to Number. Also, as for the video that I mentioned above, I only did the numbers in AE and the rest was done in Motion because I felt I could build it faster that way.

I’m not familiar with the newest version of After Effects, but doesn’t it come with a bunch of pre built back grounds. Motion comes with a bunch that look a lot like the one posted. Digital Juice sells a bunch of pre-built backgrounds called jump backs that look a lot alike yours, and you can’t beat the price.
