Where are you viewing the render?
Just for grins, burn a DVD to see if the glitches are actually encoded and not a player issue.Steve Mann

HOW is the crash presented? Blue Screen, Not Responding, Driver error?
Is the PC overclocked?

I’ve been using Vegas since Version 3 and the preview window always showed full-frame. The Preview Resolution drop-downs “Full”, “Half” and “Quarter” select the displayed resolution compared to the project settings – not the size. A 1920×1080 PROJECT will preview at 920×540 when “Half” is selected, but it is still the full-frame.
“Scale output to fit display”
This only applies to external (mostly Firewire based) monitors.“Display at project size”
This overrides your selection in the Preview Resolution drop-down list. But only until your change it in the Preview Window drop-down. Again, I suspect it is a leftover from external monitors where Windows didn’t control the display and couldn’t scale the preview image. In fact on an external Firewire monitor, all you see is the image. The menu items at the top are Windows features.“So I’m not sure what either of these functions is doing if indeed they are working at all.”
There could very well be some users still using external Firewire displays. I would if I could afford one. They have the advantage of being more correct (properly calibrated) than almost any of the LCD displays we use today.Steve Mann

Since most of us can’t afford a camera that captures S-Log video, I doubt that anyone else has noticed this.
Vegas won’t allow a combination of project properties that are incompatible which I suspect is why 32-bit FP won’t allow ACES RRT.
But, do you even need 32-bit? If your delivery is DVD, Blu-ray or web, then just stick to 8-bit.

1) AMD vs. Intel?
I have always used Intel – No specific reason, but Intel invented the CPU family we use in the PC world, AMD made it’s money making cheaper copies.2) More cores vs. more CPU clock speed?
Cores and Clock speed are linked. But, do the CODECS you plan to use operate on more than one core? Are the CODEC processes multi-threading? Even if they aren’t, they will be in the future.3) $$$ into CPU vs. GPU if I don’t go APU. All of the above applies.
A couple of years ago I ran a Rendertest database (Password: vegasuser). You can download the results to see for yourself. As expected the dual-Xeon’s blew everything else away.Bottom line is that the most bang for the buck is in the processor speed. GPU support is (in my opinion) a band-aid for slow processors. The faster processors benefit very little from GPU support, and in some cases using the GPU could slow the overall process because it takes the processor longer to send the data to the GPU than to just do the work itself.
But, I avoid Radeon GPU’s because I have had driver problems with every PC I built using the Radeon cards.
I recently built a new editing PC, specs below. The total was $1300, but it’s not a fair quote because I already had a 240Gb SSD for the system drive and I reused a 2Tb “documents” drive from the PC that was retiring. (Executed is more like it).

Not an idiot – there’s just so much to remember that we all get tripped by the details. I never noticed the one frame difference but I suspect that it’s a rounding error between the encoders. One counts frames and the other counts seconds, so I am not surprised that there will be a one frame difference between them.
No one would ever notice it on playback.

“Bug” is a touchy subject for me because many, many people use Vegas 12 with no problems at all. I just finished encoding six MPEG files for DVD’s and my biggest problem was keepng from mixing up the discs as I moved to the labeling workstation. Those white discs all look alike….
If you have to restart Vegas to get a clean encode, then something in your PC is corrupting the data in memory that Vegas is using. But it’s not Vegas. You can run resmon.exe to view the memory usage of all process that your PC is running. The one that increases the commit amount over time is your culprit.
I have Vegas on two workstations – on one the GPU never worked right, and on the other there’s no problem at all. But with a sufficiently fast processor, the GPU doesn’t really add anything anyway.

It took me a while to figure out that you are talking about the Preview Quality drop-down because there is no full-screen option in the preview window.
“Full” in the Preview Quality drop-down only means that the preview resolution is the same as the project resolution. “Half” means just that – the preview resolution is half the project resolution. “Automatic” means that the preview resolution will automatically go down to allow full frame rate preview.
” Now, when I switch from auto to full I get no change except a slight difference in the quality of the image – but still the entire frame stays inside the preview window size.”
That’s the way it’s supposed to work. The preview display scaling is a Windows function – all that Vegas does is to send each frame to the window. Windows scales the data to fit.

For the frame difference, you may be seeing an artifact from the DVD requirement that the last video frame has to be an iFrame, but there is no “frames” in the audio.
As far as the difference from Vegas and DVDA timeline, make sure they are both using the same format:
