SoundForge isn’t your problem. Look for the Vegas image (Vgeas110.exe or Vegas120.exe) and try to determine what Vegas is waiting for.

I’ve never made a dual-layer DVD because many forum users have said that DL-DVD disks are terribly unreliable for general distribution. You are starting with VHS quality video and just slightly larger than a DVD-5 so just adjust your bitrate in Vegas to get an mpeg video file under 4.3Gb, then it will load into DVDA without further “fixing” by DVDA.
You should never let DVDA clean up your encoding. Fit to Disk is brute-force and could compromise your video because you are recompressing already compressed video.

There’s something that the PC can’t find. Two things I would try.
First, use the Resource Monitor (Instructions) to see what Vegas is waiting on. Start the Resource Monitor, then start Vegas, go to Sound Forge, then exit back to Vegas. Now look at the wait chain for Vegas in the Resource Monitor. Odds are that there will be nothing there, but it’s a data point.Next, see what paths Vegas is using: (Instructions). Make sure the paths are valid. If not, change them. If any of the paths are on an SSD, move them to a folder on your hard-disk.
WARNING – Changing anything at random on the Internal tab can truly screw up Vegas.

Your post was also at first, and still is, confusing because you started the question in the subject line. The subject line is the subject line – not the first sentence of your post. It makes the content so much easier to read when you use complete sentences in the body of the message.
I think I understand part of your question that you are looking for event-level markers. There are no event markers in Vegas, only timeline markers. Events are only pointers to the original clip in Project Media and the event doesn’t know where it is on the timeline.
Another option you may consider is embedded projects. You edit your “groups” in separate projects then bring those veg files into a master project where each veg file is treated as an event.
