Just drop your HD clip composition into a pal comp, then right click on the layer in the comp panel and choose transform > fit to comp height (or width). You’ll have to decide whether you want to lose either side of the element or have letterboxing.
The quality will be lower because pal sd has fewer pixels to work with. There’s no real way of getting around this. However, the footage may look worse than it will eventually look on tv if you have pixel aspect ratio correction toggled on because your monitor is showing the non-square pixels as square. Once you render it out it should look fine.

You could expand the matte, but then you would probably get a soft edge. The website uses a technique that looks more like a paper and scissors job, which could be approximated with the pen tool. But it’s really a matter of preference.
They could have used stills. I noticed choppy animation randomly started and stopped, but you could mimic that by taking multiple photos and making, as you say, image sequences.

There are different elements to this animation, but you could replicate the basic look by:
(1) photographing someone on a greenscreen then keying out the background.
(2) applying the tint effect to the person layer, and maybe up the contrast, to get the B&W look.
(3) putting a white solid behind the person layer, precomposing both layers, then using the pen tool to draw a rough mask around the person.
(4) adding a drop shadow to the layer to make it stand away from the background.
(5) adding cc page turn and animating the fold position to curl the person over.Simon Bonner

Another possibility is to precomp all the layers together and apply time remapping to the precomp layer (cntl+alt+t). Just drag the last keyframe back 15 seconds.

AE isn’t a ‘realtime’ programme, so you will always have to wait for previews to render out regardless of the number of clips in your comp. The more clips you have, the longer it will take to generate a preview, but I don’t believe there are any hard and fast rules about how many are too many. One way of working faster is too toggle off the visibilty for the layers you’re not working on. For example, position the first video clip in your video wall, then shut if off and bring in the second, and so on.
You might also consider using proxies if you have high res files, or setting the comp resolution down to half or lower.
A further point: if you’re using compressed video, e.g. mpeg, AE will take longer to generate a preview because it has to ‘create’ the missing frames as needed. Uncompressed video will probably be faster.

I believe there was a compatability issue with it, but that Apple fixed that problem with an additional update within a couple of weeks. I think that was 7.7

Sometimes it can be an issue with the size of the text etc, but what I would suggest you try is rendering the video out as uncompressed and then letting Encore do the transcode for you. It’s worked for me in the past.
