Go for the Canon. Its video ability is tried and tested. Premiere can handle AVCHD just as easily as H.264.

1. Doesn’t matter, there’s an established workflow for all three. Where are you planning to show this – web, DVD, etc.?
2. Any good NLE can do this. Use the project setting that conforms to your final delivery, as in 1

PAL can have two pixel aspect ratios, depending on whether it is widescreen or not. The aspect ratio for both is the same, 4:3. Check that for your footage and project settings.

The EBU tests cameras regularly for broadcast worthiness. It’s a great resource. All the cameras you mentioned should resolve 1000 lines. The Canon and Nikon DSLRs line-skip, hence the resolution loss. The GH2/3 resolves 1000 lines.
Funnily, there was a case a few years ago where the 4K RAW from the Red One passed testing, but the uncompressed SMPTE 292M 10 bit 1080p stream failed.
Resolution is important, but not as much as most people seem to think.

Canon DSLRs don’t resolve 1080 lines, usually it’s about 700 lines or so. By the way, what you probably see on TV is heavily compressed and sharpened, which is very close to consumer grade 1080p camcorder footage.
And yes, 1/2″ CCD sensors are magic.

You don’t have many choices. Start with 1080p24 and the Neutral Picture setting. Take it from there.

For less than $1,000 I suggest you look at the Panasonic GH2 with a good lens. If you had about double this budget I’d have recommended the Canon XA10 over DSLRs.
