Use the scale comp script that comes with AE to scale up your comps. You may have to readjust things to make them work in a HD sized comp because the timing of moving elements may be off and the aspect ratio of some of your graphics may not work, but the script will preserve the animation in tact which won’t happen if you just change the comp size and scale up the elements.
You’ll find under File>Scripts>Sample Scripts.

I’d interpret the footage as 29.97 so it will run a little faster apply CC force motion blur, render out with fields, bring that rendered footage into a 29.97 fps comp, separate fields, then adjust the time by time remapping if needed. There may not be enough of a time difference in these animations to make a difference.
This way you’ll end up with interlaced footage that will time remap much better than your 25 fps footage.
BTW, this is an alternative to interpreting the footage as 23.976 fps, placing it in a 23.976 fps comp and adding pulldown in the render to bring it up to 29;97. The only problem with this technique is that you’ll be mixing film look with video look because it sounds like you’re working interlaced….

NTSC is always non square. If you created photoshop artwork at NTSC frame sizes (720 X 486 or 720 X 480) and you didn’t use the non square PAR in photoshop then your artwork must be interpreted as square pixels even though After Effects will try and interpret it as D1 non square pixels. Your composition must be set to non square (.9)
If you want to see what your NTSC project without distortion in the Composition window then turn on PAR correction at the bottom of the window. If you can’t find it check the help files.

When you are working on any project that’s not standard, like this one, you need to just ask the folks doing the transfer what file format and what frame size they require. It’s as simple as that. I attended a class by Chris Meyer about 2 years ago where he brought out a list of possible formats just for hd and it filled two or three letter size pages. You have to ask, otherwise, you’ll end up redoing your work. You’ll never look stupid asking, but you will if you’ve spent 2 weeks working in the wrong frame size and you’ve got to start over.

Best explanation and example I know of of roto work. He demos in Commotion but the technique is exactly the same in AE. Look for and watch Rotoscope 1 and 2 on the left side links.

check out the global options in the Expression language menu. There are a bunch of time to timecode prewritten expressions that you can simply apply to a text layer. You’ll have to use a monospaced font to keep from having the numbers jump around though.
