If they haven’t announced anything by or around NAB, then they’ll probably wait for a while. How long? I don’t know. Maybe until WWDC. And if they don’t announce at WWDC, then they’ll probably wait until August or September. And if they don’t announce then, then probably January around MacWorld time. And if they still don’t have anything, I’d go with NAB 2010. If you still haven’t upgraded by then, you’ll be so tired of waiting for the next version that you’ll buy FCS2 then. After that, they’ll come out with FCS3:)
It could be announced soon though, but I think it could be likely that it will require the new QuickTime that’s in Snow Leopard. So it might not ship until Snow Leopard is out, even if it is announced soon.

If you’re going to try to edit with the RED proxy files, then you’ll most likely need to change you’re RT quality settings to medium or low. I suggest using a program like REDRushes or ClipFinder to export offline files to edit with, as I don’t completely trust editing with the proxy files. This will allow you to edit with files that are much more edit friendly and at the full quality of the codec you choose instead of editing at low quality with the proxy files.
Also, the Kona 3 doesn’t add the functionality of being able to playback a RED proxy files at high quality. That has more to do with your machine than anything else.

ProRes isn’t universally compatible. In order to play it back you either need to have FCP6+ installed or have the ProRes decoder loaded. The decoder is free so that’s a nice thing. It’s also for windows and mac, but anyone who wants to see the file will need to load the codec, which can be a hassle. It’s kind of a trade off.
I’d keep a ProRes master, then maybe have a Photo-JPEG copy too for everyone else to see.
