720P30 @ 720P60 should just have a duplicate frame after each frame. So if you drop a 720P60 clip into a 720P30 timeline, it probably will remove the duplicate frames by just playing every other frame. This might be an option.
Another option might be to use compressor to convert it.
Do some tests.

Unfortunately, you’re in a bit of a pickle. The white information is likely clipped, meaning that there’s no more detail there. If you pull it down with color correction, it doesn’t allow for any more detail and it just turns shades of grey instead of white.
Option 1: Reshoot
Option 2: Rotoscope person and put in a new background
Option 3: Settle for some sort of look to minimize the clipping in color correction
Play around with it and post some stills if you want. Helps to see what you’re actually talking about.

“If you know that you’re going to do a conform somewhere, I’d suggest using Clipfinder to render to ProRes Proxy for the offline. In that case, you don’t need to worry about MAX or 3K. It will deal with it fine.
But it really depends on how and where you’ll do the conform and finishing work.

Either computer will be fine. It’s generally accepted that the new 8-core 2.26 (2009) is faster than the 2008 8-core 3.2 Mac Pro. And the 2009 Mac Pros might have more advantage with Snow Leopard.

If you do refurbished, I’d go with the 2.8Ghz 8-core with Applecare. There is some debate over whether it would be better to go with the new Quad 2.6 4-core with hyper-threading. Either way, they’re both great.
I don’t think the other refurbished computers offer that much improvement. I’d rather spend the extra money somewhere else, like an SSD for a start up disk:)

Change sequence settings to 720×480 and use ProRes Proxy or LT as your compressor. You might need to change the distort on the clips to have them display correctly for the 720×480 pixel aspect ratio. RT Extreme only works with standard broadcast frame sizes and 640×480 isn’t a standard for broadcast.
Also, change RT settings to unlimited and you might even consider dropping the quality to medium or low for better playback speeds.
Audio will most likely need to be rendered constantly.

First, keep two copies in separate locations. Second, LTO is generally considered to be much more reliable than drives. Drives sitting on shelves can still go bad. I don’t know how, but I’ve had it happen. LTO is a standard throughout many industries for archiving data. You might consider an option like that.

To capture dual link with an Kona 3, you’ll need to change the AJA control panel to dual link.
If you have a decklink card, then the drivers haven’t been updated for FCS3. You might be able to create your own setup that works, but then again….
