CC Sphere’s Cylinder property includes options to render Inside/Outside/Full of a cylinder. This would be the easiest way to go about it. This is of course a 2D solution.

If the issue you’re seeing is strictly a lower bitrate and not a poorly defined scaling algorithm then there would be a strong likelihood for compression artefacts in the scaled down version. Of course, it could also be a combination – and if so, again compression artefacts not related to a poor scaling algorithm will be introduced.

I would think that animated paths; using Shape Layers will be more ideal and more easily controlled/animated. Is there anything that’s hindered you from taking this route?

There are lots of ways to Glitch a video/type/etc. Lots of tutorials as well as products. I suggest you Google and find something you like. Then come back with specific questions – if you have any.

I’m not certain if Photoshop’s Clipping Mask feature is supported in AE. Try flattening one use of a Clipping Mask and see if this is recognized when imported into AE.

I’m not certain if it’s a standard transition effect found in a 3rd party effects/plugin. If I were to create it manually, then masks will be used to cut up the video. Position, Rotation and Scale transformations will then be used to move the masked areas.

Without looking at the footage and your tracking splines, it’s impossible to know what it is that is causing the issue. You’ll need to provide a screen capture of your tracking splines and a low rez view of the footage.

Another option is to use the new Live Text Template feature which is an inter-app feature between PPro and AE. This feature allows you to edit AE Text Layers directly within PPro. Each AE Text Layer appears as a single item in PPro’s Timeline. This makes editing text as well as sliding them along the Timeline an easy task.
As for workflow, it’s always best to end your work with the app that works the fastest or provides the fastest feedback in terms of creating previews and making changes.
Every job we work on essentially entails only about 20-50% of creating. The other 50-80% of the time is required for tweaks and changes.
