It looks more like a very fast scroll. You can do this with the Effect>Stylize>Motion Tile and the Expression –
loopOut(“cycle”).
You’ll need TWO keyframes for the Tile Center property. Leave the x value at its default. For the first keyframe’s y-value, set it to 0, for the second y-value, set it to the height of your composition. The two keyframes should be close together – about 4-7 frames apart.Then, apply the aforementioned Expression to the Tile Center prop. Of course, enable Motion Blur for the layer and Comp. Adjust Motion Blur settings to taste.

It looks like the First Vertex are not correctly aligned between the the keyframed paths. Redefine the First Vertex and this should help. If you need more finessing then look at using the Mask Interpolation feature.

Sounds like you have RotoBezier enabled. You can switch to ‘normal’ vertices by right-clicking on a vertex and deselecting RotoBezier.

You may use two instances of Keylight with the first one used to generate a tight matte. You’ll want to hold down the CTRL key when sampling the backing color to sample a wider range of pixels (5×5) instead of a single pixel. This gives the keyer more colors to work with.
