It looks more like a very fast scroll. You can do this with the Effect>Stylize>Motion Tile and the Expression –
loopOut(“cycle”).
You’ll need TWO keyframes for the Tile Center property. Leave the x value at its default. For the first keyframe’s y-value, set it to 0, for the second y-value, set it to the height of your composition. The two keyframes should be close together – about 4-7 frames apart.
Then, apply the aforementioned Expression to the Tile Center prop. Of course, enable Motion Blur for the layer and Comp. Adjust Motion Blur settings to taste.
