Not in a straightforward manner. You could create your artwork by combining several paths wnd then group one of them with the wiggle path operator. Or alternatively, you could create two instances of the same artwork – on with wiggle path and the other without and then mask them accordingly.
If you want, you could show us exactly what type of animation and design you are trying to accomplish and we may offer a way to get there.

If you have any of the paint tools active in the tool menu, then double clicking a composition in the composition panel will open the layer window.
If this does not solve your problem, please share some screenshots so we can have an idea what is going on.

Use the freeze function, then make sure the matte is o.k, then export.

the problem usually is misinterpretation of the frame/duration in either Mocha or Ae. make sure the composition settings and mocha clip settings match. also make sure that your mocha in/out points and Ae Composition layer in/out point match. if his does not work for you, maybe you could share some screenshots or better yet – a video capture so we can see where is the issue

one way to avoid this scenario, and Martin can correct me if I am wrong here, is to use “corner pin only”, and for the motion blur you could use CC Force Motion blur on top of the corner pin. you will get the same results as MB corner pin and with no downgrading issues due to scaling.
