Not a real issue. Just right click and choose open with or properties. That’s more a fun toon of OS. Others it will open based on their preferences.

1. Open PDF in Photoshop (make sure resolution at least 200 ppi
2. Design with layers on top
3. Turn off or through away template layer
4. Save a PSD for future edits
5, Choose Save As and make a JPG (max quality) never use GIFMay I recommend you check out book and DVD called Understanding Adobe Photoshop…

4. Downloaded? Uploaded, Streaming? Disc-based?What you’re basically saying now is I’m hungry… what’s good to eat. A bit to broad to really offer meaningful advice (though I do feel like Pizza if you’re buying).

Yes… I’m often short with answers… often once you know what something is called you can do a search here on Cow with additional terms and find a detailed answer.

Don’t believe the hype… in print terms yu have about 1.5 megapixels there (depending on flavor of HD captured)
You can use Image Size command in Photoshop to scale exactly 200%, but I wouldn’t go beyond that.
