How I would do it?
Transcoding from the DVD to a QT movie (.mov), with MPGStreamclip. But I would transcode to 8b Uncompress PAL.
I would make some color treatement in FC and Chroma resampling and then send to Compressor to get the Qt movie in 8b NTSC. Compressor can transcode very well from PAL to NTSC but really slow if you set for high quality (manual control frame).
With the retiming options of Shake you can get very good results as well.
The strobing is normal when you pass from NTSC to pal because you are jumping one in every frames. But from PAL to NTSC you are inserting inbetween frames.

I get amazing chroma-keys with my SONY DSR-170 and my BlackMagic video=card. I record in 10b Uncompress the Video-out, what is a full broadcast composite video signal. The image I get is millions of miles away from the one I get recorded in the tape, and to make the chroma is really easy in AE or Shake. Of course, I need to have my CPU no far from the camera.
Anyway, if you have to make a chroma-key from DV footage, try to apply a Chroma-resampling filter, or blur (horizontaly only), the blue channel, or green if you are working with a green screen. just a bit.

I think that the matter is to try to recompress and change formats the less posible times. If you can go to AE without rendering in FC, you avoid to loos a generation of your footage.

Select the transition you want to applie as the default transition. Put the play-head in the first frame of the first clip you want to set the transition. Select all the clips that you want to joint with the transition and drag them to the window “Over write with transition” on top of the canvas. Think like that works.

I’ve got it. When you open the Log and capture window, in the “Clip Settings” tab is posible to check the audio preview. Its may by a matter of the version. I keep with FC 5.0.4
