Should work. A better solution would be a Intensity Pro card. -
Your source footage is 1080i , which is interlaced. So you don’t want to de-interlace.
Just use the Resize filter set to BEST.
This will give great SD DVD quality. -
But still. You have to realize that footage on a DVD video already has been compressed to MPEG2.
So there already is loss in quality.
You can maintain the quality by converting it to 8 or 10 bit files but the original quality ( what the camera shot ) is gone.
If you can get your hands on the original tapes or footage that’s best.

i-frame codecs are always bigger in size. All frames are there.
There’s less processor power needed for interpolation so it brings more stability, more streams, more realtime fx. Less heavy rendering. Rendering stuff in H264 or HDV is a nightmare 😛 -
Well the big difference here is your OS.
This is why OSX or Linux are your best friends

With 720p60 you’ll have the most frames to play with. But it’s 720.
Frameblending is something you don’t want in extreme slow motion. This is what FCP uses for slowmotion. You can turn it off but that doesn’t mean the slowmotion looks good.I think Optical Flow in Apple Motion or the plugin Twixtor will give the best results.

Is is SD or HD?
What kind of fcp sequence??
What kind of Matrox view->playback settings ?
Which FCP version?
Which Matrox driver version?
